Frying is always better. I was disappointed when my mother switched to 
using the oven. The crust is lost when you finish them by simmering in 
the sauce for an hour, but frying first makes them firmer and develops 
flavor. I wish I had her recipes but she was a secretary and wrote them 
all in shorthand.
