A couple of other things come to mind.  
However I suspect these are not likely causes.


 1.  Agent, with default settings, only supports older versions of 
     SSL/TLS up to TLS1.0.  There is an AGENT.INI setting to make 
     Agent also support TLS1.1 and TLS1.2.  In the "[Online]" section 
     of AGENT.INI, change the setting "AllowedSSLProtocols" from 0
     to 2688.

     The 'magic' number 2688 is a combination of these values
           128     TLS1   client-side
           512     TLS1.1 client-side
          2048     TLS1.2 client-side 


 2.  Back before Agent 6.0, some users reported slowness 
     when enabling Agent's SSL on Windows Vista.
     Forté delivered a fix for this in Agent 6.0.

     It is conceivable that something similar may be happening.
