It is that time of year to discuss the start of Daylight Saving Time. It's not "Savings". Federal law requires standard time to be observed throughout the United States, with the Secretary of Transportation (inheriting the duty from the sunsetted Interstate Commerce Commission) establishing time zone boundaries within each state based upon commercial patterns. If a state is in multiple time zones, the boundary is drawn on county lines. In Indiana, St. Joseph County (South Bend) has long wanted to be in the Central Time Zone, but commercial patterns show a stronger association with nearby Eastern Time Zone counties than with Chicago. Federal law does not allow states to observe Daylight Saving Time throughout the winter months, even though 19 states have passed laws to do so. Federal law allows states to opt out of Daylight Saving Time, observing standard time throughout the year. The eastern time zone portion of Indiana had been on standard time throughout the year but use of Daylight Saving Time in the eastern time zone became effective in 2006. Hawaii remains on standard time year round. This makes sense given how close they are to the equator. Dependencies American Samoa, Guam, Puerto Rico, the Northern Marina Islands, the US Minor Outlying Islands, and the US Virgin Islands do not observe Daylight Saving Time. That brings us to the wackiness that is Arizona. Arizona observes Standard Time year round but does not control commerce in the Indian reservations. The multi-state Navajo Nation observes Daylight Saving Time, but the Hopi reservation, entirely surrounded by the Navajo Nation, does not observe Daylight Saving Time.
