I can see what they were trying to do with this, but it didn't come across well on screen, especially with the 25-minute format. In one of the behind-the-scenes books I read that Saward and JNT planned a loose story arc where something went wrong with the regeneration, possibly because of what caused it, or possibly because of what eventually became the Valeyard (they only had a vague idea of it at the time). It wasn't that the Doctor almost strangled Peri that was so bad, it was that they never followed up or addressed it on screen in any way.
