Actually Linux Mint does have an application called mintupgrade, that you can install specifically for upgrading from major release to major release. You would have to do it in two steps — for example, from 20.3 to 21.0. Then from 21.0 to 21.3. https://linuxmint-user-guide.readthedocs.io/en/latest/upgrade-to-mint-21.html I've never used it.
