In fact Esri 10.8 went into 'mature' support in March, meaning no patches or updates but they haven't taken down the online documentation. It's more than Python. Esri 10.x to 11.x was a radical change so like Windows 10 people are clinging to it with their fingernails. They rolled out Python 3.x with 11.x a few years ago but didn't want to rock the 10.x boat. ArcPy scripts are mostly using the specialized Esri Python libraries but they needed work to move to 3.x, if for nothing else than 'print'. People with a lot of specialized scripts and tools aren't very happy with breaking changes and Esri hit them with both barrels. When you're the 800 pound gorilla in the GIS world you do what you damn well please.
