I was shocked at that estimate, assuming that it would take several years just to do all the environmental impact studies and then the design. Maybe he just meant the construction portion but you'd think an experienced engineer would know perfectly well all the stuff that has to happen before they start construction and factor that into a time estimate.=20 > Don't you remember St. Petersburg?
