Yes, there's the potential of that happening but unless you are actively protesting the CCP it is unlikely they care enough to arrest foreigners passing through the country. It's going to stir up more trouble for no real benefit. This is more likely meant to give their people in countries like Canada more authority (cover) to go after Chinese citizens who live in Canada and are protesting the Chinese government.
