That's not the point. The banks have a responsibility to not enable fraud and it is their systems being used to con people. The international banking network is completely digital and traceable so how they can turn around and go "sorry money's gone" is crap. They know exactly where it is but don't want to upset the applecart. If they're not prepared to fix the very obvious holes being exploited by fraudsters then they need to protect the innocent.
