	The system is only accessed IF the guy that arrests you thinks
it's worth the bother.
	He usually doesn't. You say you can prove you are " legal", he
says "nah, I don't think so, it's a Friday and your passport looks
forged, you're going to be deported".
	And that's that. No due process.
