I had to refresh my memory. The authorizing legislation for USDA passed
during Lincoln's presidency. I thought this was about the Civil War.

I have a friend who hates Lincoln with a passion for the loss of
American lives during the Civil War but he's never really explained how
there would have been political compromise ending slavery in peace.
