Qatar has been trying to unload this large jet for a while, as the rest of their fleet are all smaller, more fuel efficient models, for which they have better spares and maintenance staff. This is their only 747-8. https://www.seatguru.com/airlines/Qatar_Airways/fleetinfo.php More, negotiations on this particular jet began over a year ago with the Biden administration. Why? There is no second Air Force One. The other developed serious structural failures and was retired. Tail number 28000 is a parked donor: https://www.planespotters.net/airframe/boeing-747-200-82-8000-united-states-air-force/rmgq7r Tail number 29000 is currently in service: https://www.planespotters.net/airframe/boeing-747-200-92-9000-united-states-air-force/el2kn3 None of which changes my opinion, but it does fill out the details a bit.
