It doesn't meet any of the exceptions-- obscenity, etc.-- it's literally content-based government censorship of speech which the Supreme Court has said is a no-no for 200+ years. (2) How could they possibly enforce it? Living in California, I'm not subject to New York's law, so if I put up a website with these digital files, they can't do shit to me, but anyone from New York can access them if they want to.
