If your ISP fails (no internet) your WiFi of course would still be working. And your phone would have no ISP service even though still being connected to the WiFi. I suppose it would depend on the phone whether it's smart enough to switch back to the tower with no ISP service rather than just no WiFi. It would appear that yours might not be smart(phone) enough. Sorry, bad joke... :-/
