Many blamed the 'compulsory 2-stop' rule for disadvantaging cars/teams 
stuck behind others doing their own strategies.

The answer - overtake them, just as you would have to in order to gain a 
place without the new rule !

Yes, not easy at Monaco. but never has been whatever the regs.
