The Doctor needed someone there so that he could explain that he was going to use his regeneration energy to fix the universe. But not a companion who would just ask sensible questions about how and why he can fix it like that and why has he never done anything like this before, etc. OTOH the downside of bringing in another Doctor is that they could each contribute a half-dose of regeneration energy so NcutiDoc wouldn’t burn out and need to regenerate after all.
