Well this may be where your remembered retcon of the Observers may be. 
The episode did involve September following an order to remove the last 
bits of Peter so the Observers' plan(s) could continue or something. 
(September chickened out at the end and didn't double erase Peter.)  But 
if so I don't think it would qualify as a retcon, just a continuation of 
something that hadn't been blatantly spelled out before.
