Yes, it's main purpose is a social media site 'geared' for cyclists to 
share ride data. Another major feature is for simple personal 
statistics, and there is no requirement to make your profile public, or 
even visible to anyone.

If tommy had issues with people stalking or (allegedly) targeting his 
ride to beat his segment times then brag about it, all he would have to 
do is make his account private. It's one checkbox on the settings page. 
And yes, Strava has _always_ had that feature - since day one of the 
release.
