Just to back this up, I have long had focus-follows-mouse set in my KDE 
Plasma desktop. That hasn’t changed in the switch to Wayland.

One thing that has changed is I can no longer reposition a window without 
bringing it to the top.

No doubt that will be fixed at some point ...
