If our bureaucrats were human, they ought to get a chuckle out of your 
suggestion. Then again, bureaucrats are rarely human, mostly just 
automatons enforcing their silly policies and I'm sure exhibiting a 
sense of humour is highly discouraged as being "unprofessional". Still, 
I'm giving you an "A" for Effort :-)
