I don't think I'd ever be pedaling to "top up" a 30+ mph speed, unless I 
was trying for a surge before a short rise of some kind. I just tuck in 
and/or use the aerobar if one is present on the bike.

At those speeds, it's faster and more efficient to coast rather than 
pedal, no matter what your gearing.
