Though there were Jewish communities across the Mediterranean area well beforehand, after the suppression of the Bar Kokhba revolt in CE 137, the Jewish population of Judea was basically eliminated, either killed, expelled, or enslaved. Jews were forced to live elsewhere, but never gave up the intention to return: "Next year in Jerusalem" is a line heard at every Passover seder. A very large portion of the Jewish Diaspora never assimilated into the local population, maintaining a separate status, and the notion that their current residence was temporary until they could return. So, yes, I think the term 'refugee' applies. pt
