There was an official Lego Doctor Who set about 10 years ago in the 
Lego Ideas range. You can probably find a few on eBay and similar 
websites (although it does include a Weeping Angle mini-figure).

The Lego Dimensions range also had a few Doctor Who minifigures, including K-9.

There are of course numerous unofficial Lego Doctor Who custom-builds 
all over the internet.
