Why is it you cannot get Windows already in that form from Microsoft 
itself?

That’s happening in the privacy of the user’s own machine. If they were to 
redistribute the mutated version of Windows that comes out of Rufus (or 
whatever other unauthorized hacking tool), then that would take us back to 
this point.
