No such rule in the UK. The Spice Girls' Ginger Spice has famously worn 
a Union Jack dress (two or three different ones) on a few occasions. 
Even Union Jack underwear is easily buyable in UK shops.

Reportedly the school also sent home other pupils who had St George's 
and Welsh flags. Apparently it is not Politically Correct to display 
your country's flag because it might upset some idiot.

BUT the school in the news story above has now been forced to apologise 
to the girl and her family (and presumably the other students) and is 
"reviewing their policies and strentghening staff training".
