It is true that the United States may be viewed as insular. But the Canadian federation is much less loose than that of the United States. In the United States, the laws against basic crimes like murder are enacted by the individual states; in Canada, the criminal law is a Federal responsibility, but the individual provinces do have authority over their own civil law.
