Historically, this worked very poorly for France in the 18th century, but
it worked remarkably well for Japan after WWII.

But, in general, this is what happens inevitably when capitalism breaks down,
and if you don't make the rich pay reasonable taxes, eventually they will
wind up having to pay unreasonable ones.
