If this were not the case, no one would be able to agree. Obviously, this is impossible according to Hachel. So we need a common ground. How do we do it? Hachel explained it. We need a double synchronization procedure, one based on position (if I am at 3.10^8m I will not perceive the present wave instantly), the other based on chronotropy (two non-stationary reference frames have clocks that beat reciprocally faster than the other reference frame).
