And here we have Twat showing us how right wing lies and disinformation 
are created.  Some shitbag on instagram or Twitter (it doesn't really 
matter who posted it first) took a forty-five second soundbite from a 31 
minute speech Schumer gave about immigration that was posted by the 
Migration Policy Institute and can be seen here:

In the speech Schumer outlines seven key points about immigration that 
define the immigration reform he said would acheive bipartisan support. 
Right wing assholes decided to take it out of context by posting a 45 
second clip that they were stupid enough to think served their agenda. 
On some level I don't blame them because of course these are really 
stupid people for whom a clip less than a minute long already taxes 
their meager brain capacity.  But the facts remain although what we're 
supposed to glean from talks of immigration reform 15 years ago vs. 
today is anybody's guess.  Certainly a worthy topic of discussion by 
people of less limited intellectual means.
