Dunno. Will have to search around. A big feature of 'govt-funded' is the ability to get in on, and siphon from, the CASH FLOW. Kick a little back to yer pols, keep the rest. It's been this way for a long LONG time. In the USA, the "Spruce Goose" was kinda one of those cash-dip projects. Yea, yea, he made it fly in ground-effect for half a minute ... big deal ..... TOTAL WarBucks scam. There are the 'elected officials' and then there are the REAL people in charge, the 'oligarchs' by one name. This is exactly how things were done in Machiavelli's day and STILL done.
