I want to take this opportunity to thank former President Phil McBride, VA3QR, for his hard work and dedication to RAC and to Amateur Radio in Canada. First, let me tell you a bit about myself. I was born and raised in Mont real, Quebec. After graduating high school my family moved to the Town o f Little Current located on the northeastern coast of Manitoulin Island in Ontario. It’s the largest community on the island. I finished post-secondary education and then joined the Ontario Provincial Police (OPP) at the Manitoulin detachment where I served for 35 years inc luding as Community Services Officer and as the Northeast Regional Coordin ator of the OPP Crisis Negotiator Team. I was its longest serving Crisis a nd Hostage Negotiator with 13 negotiators serving under my direction at th e time of my retirement as a Senior Officer on December 31, 2015. I was first licensed as an Amateur Radio operator in the summer of 1987 wi th the call sign VE3AJB and I joined both the Canadian Amateur Radio Feder ation (CARF) and the Canadian Radio Relay League (CRRL). I obtained my Adv anced certification with a 20 WPM Morse code endorsement in 1988 and was o ne of only four Radio Amateurs on Manitoulin Island – together we then decided to form what became the Manitoulin Amateur Radio Club. Since then the club has grown to 120 members and I have served in ma ny Executive positions including as its current President. In 1998, the Town of Little Current amalgamated with the Township of How land, McGregor Bay and the Bay of Islands to form the municipality that we now know as the Town of Northeastern Manitoulin and the Islands (NEMI) .. In 2018, I was elected as a Councillor and then as Deputy Mayor for th e term 2022-2026. I was appointed as an Emergency Coordinator with the Amateur Radio Emergen cy Service (ARES) for the District of Manitoulin. Through my career as an OPP officer I gained experience in emergency planning and was quick to es tablish an ARES emergency plan for all emergency responders and municipali ties which are still in use today. I joined Radio Amateurs of Canada at its formation in 1993 and I have held several volunteer positions including: Net Manager for the ARES HF Net; O fficial Bulletin Station; Ontario Section Manager; Assistant Director, D eputy Director (2015) and Director (2016); and Vice-President. I served fo r three terms as Ontario Director and was instrumental in obtaining a perm anent exemption for licensed Amateurs under the Distracted Driving legisla tion. I continue to serve as the Ontario North Section Manager and have wo rked closely with our Community Service Officer Jason Tremblay, VE3JXT , in launching the new RAC Auxiliary Communications Service (ACS) Progra m. Phil McBride and I both started on the RAC Executive in January 2022. As P resident, Phil brought RAC into the 21st century with new business conce pts and as his Vice-President I shared his vision of the future and was pl eased to work closely with him. In his “ President’s Report to Members at the Annual General Meeting (https ://www.rac.ca/agm/) ” in the November-December 2024 TCA he describ es many of the exciting initiatives that we have been working on and will continue to do so in the future. As RAC President I look forward to working closely with the members of the RAC Board of Directors and Executive as we continue to roll out the Auxil iary Communication Service Program, expand our Youth Program and outreac h activities, and continue to grow our membership. With that in mind I a m pleased to welcome Kimberly Kostescu, VE3KKA, as our new Member Serv ices Officer and Brent Taylor, VY2HF, as our new Vice-President. I am also pleased to announce that Joel Brisson, VA3WBK (Ontario North/East Director) and Hiroshi Takahashi, VE7LET (BC/Yukon Director) have been e lected to the RAC Board of Directors and will begin their terms on January 1, 2025. In addition to my volunteer efforts with Radio Amateurs of Canada, I mai ntain many repeater systems for the Manitoulin area and enjoy HF and VHF/U HF communications. I also serve as Net Control for “The Friday Nig ht CanNet Canadian D-Star & Multi-Digital Net” which averages abou t 70 to 80 check-ins from all over the world. I also recently obtained an additional call sign VE3EM and plan to get more active in contesting. Pour commencer, permettez-moi de me présenter brièvement. Je s uis né et ai grandi Montréal, Québec. Après l a fin de mes études secondaires, ma famille est allée s installer Little Current, localité située sur la c ôte nord de l’Île Manitoulin, en Ontario. Il s agit l de la principale agglomération qui se trouve sur cett e île. J’ai achevé mes études post-secondaires, puis me suis enrôlé dans la Police provinciale de l’Ontario (OPP); a ffecté au détachement de Manitoulin, j’y ai exerc mes fonctions pendant 35 ans, notamment en tant qu’agent cha rgé des Services communautaires et que coordonnateur régional po ur le Nord-Est chargé de la liaison avec l’Équipe de n égociation de l’OPP spécialisée dans les interventi ons en cas de crise. Ayant sous mes ordres 13 négociateurs spéci alistes des crises et prises d’otages, j’étais le n égociateur possédant les plus longs antécédents ce poste au moment de mon départ en retraite en qualité d agent principal, le 31 décembre 2015. J’ai obtenu ma licence d’opérateur radio amateur l’été de 1987 avec l’indicatif VE3AJB, et j’ai adhéré la fois la Fédérati on des radio amateurs du Canada (FRAC) et la Canadian Radio Relay L eague (CRRL). J’ai obtenu mon homologation de niveau “qual ifications supérieures” en prouvant mon aptitude trans mettre et recevoir 20 MPM en code Morse en 1988 et suis ainsi devenu l un des seuls quatre radio amateurs présents sur l’ le Manitoulin; ensemble, nous avons alors décidé de former ce qui est devenu le Club Radio Amateur de Manitoulin. Depuis lors, le club s’est développé au point de compter maintenant 120 membres, et j’y ai occupé de nomreux postes de dirigeant , y compris celui de président, fonction que j’exerce act uellement. En 1998, la ville de Little Current a fusionné avec le canton de Ho wland, Baie McGregor et Baie des Îles pour former la municipalit actuellement connue sous le nom de Ville de Northeastern Manitoulin an d the Islands (NEMI).
