Googling around suggests that in UK replacement of word 'milliard'
in the meaning 1e9 by the word 'billion' and simulatanius withering of
the billion=1e12 started in the early 1950s and was completed by
official verdicts in the mid 1970s.

So, John Couch Adams used milliard. Not sure about Alan Turing, but it
seem probable.


The question to which I found no answer by googling is when Americans
themselves decided that billion means 1e9.
