Yeah, it means that the local TV stations get to double dip as they
earn money from any advertisement being run on their broadcasts while
they also get to charge cable companies that carry their broadcasts.
Of course cable companies have their own surprise fees they add. 
Though at least it seems like they will be forced to be public about
all of those fees starting next year when advertising to new
customers.
