Work on System/360 started in 1961 (and in some sense two years
earlier, but let's not get into that).  System/360 and OS/360
were announced in April 1964.  The Dartmouth Time Sharing System
first became operational in early 1964 and wasn't available for
use until after System/360 and OS/360 had been announced and
already had years of development.
