There is comp.protocols.misc and it is in stasis. The text probably would fit in there and maybe comp.protocols.misc would be a good place to discuss the protocols that have no own newsgroup. For the rest of the non-NNTP world a list of mirrors using a variety of protocols may be good enough, they would stumble over it via some *logs in their preferred protocol dimension. > a source code tree?
