The 'Exception extension' word set 9.6.2 isn't an 'allowance' to make a word catchable - it's a requirement. Allowance was afforded by virtue of Table 9.2. and section 9.6.1. Removing allowance requires a proposal. As to what ANS intended one might ask Mitch Bradley - author of CATCH and THROW. He can't give an official answer but it may end the speculation.
