Outside of a police state, how do you ban Halloween? I'm trying to envision a scenario where the government could legally prohibit people from walking their kids around their own neighborhood and getting treats from their neighbors. They certainly couldn't stop all the decorations and the parties. That's 1st Amendment-protected activity and expression.
