They want the kids dropped off in a vehicle by a 'responsible adult', so 
yes, I would assume that prohibits parental walking as well.

This from a city that's anti-car in every other respect and which we're 
constantly having to fight to keep from turning all our roads into bike 
lanes. The governmental schizophrenia is amazing to behold.
