Nope. Consider synchronized clocks at x = 0 (t1) and x = L (t2). A pulse of particles passes x = 0 at t1 = 0 and passes t2 at time t2. If t2 - t1 = L/c, then the particles are traveling at the speed of light. If t2 - t1 = 0, then the particles are traveling infinitely fast.
