IMHO, the FTP server is just down. Any connection attempt times out and
a ping to the server comes back empty, as well. FWIW, the links (if the
server starts to work, again, at some time) can be found further down.
Maybe try the email contact listed at the end?

Apart from this, you probably know about the central Canadian open GIS
data website? After (free) registration you get access to NTv2 binary
transformation files for several regions (including BC):

https://webapp.csrs-scrs.nrcan-rncan.gc.ca/geod/data-donnees/transformations.php

But the file BC_98_05.gsb isn't included, over there. Probably it would 
be best to ask their webmaster/support about this. Maybe, there is sth. 
wrong with that transformation file and it therefore is excluded from 
download?

Another Canadian open data site comes back with even less results:

The official software for conversion of coordinates from NAD27 to various 
versions of NAD83 or conversion between NAD83 versions (latitude/longitude 
or UTM) in British Columbia is called the National Transformation Version
2.0 (NTv2.0). 

The Canada-wide software was developed by the Federal Geodetic Survey
