Valve only allows you to review games you own (and have played) on
Steam. So I'll let you logic out the solution on your own. ;-)

Which is a shame, because there are a lot of games in my Steam library
that I have played -and could justifiably review- except I played them
outside of the Steam environment. I don't disagree with Valve's policy
--it attempts to prevent bots from flooding the storepages with bogus
reviews made by people who never played the game-- but I could
probably triple the number of reviews if it wasn't in place.

Think of all the people I could bore with my long-winded verbiage!
Such a lost opportunity.
