No, it reduces the cyclists to people who are aware that there is
something to learn, and are willing to invest a few hours learning it.


I've no idea how many sixteen-dollar hours it took me to learn how to
drive a car -- I swore not to count.  (Sixteen dollars was a lot of
money at the time.)

Formal bike training was two Saturday mornings.

(Disclaimer:  the course was for people who had already invested the
time to learn the rules of the road from a car-driver's point of view.
For a twelve-year-old, I'd suggest four six-week courses spaced a year
apart, with several supervised outings in between.)
