It's, theoretically at least, a polite way of using "gay" to mean
"lame", but without spelling it the same, thus recognizing that using
"gay" that way is offensive.

Section 1.

Dobbs rewrites this, it is invalid precedent.  States are
liable for denying needed abortions, e.g. TX.
