My guess is they would say that a physical object depresses the value
of their property while art work enhances the value. It's all made up
but it's like I mentioned in a previous post about HOAs that wanted
every vehicle to be parked inside the garage. Mostly due to them
thinking that the vehicles left outside detracted from the look of the
neighborhood.
