No, you don't need to buy it from GOG. 
(and even if you do, you don't actually need to use Galaxy. Just
download the installer directly from the GOG website).

You CAN use "Fallout London" with the Steam version of "Fallout 4". It
just takes a few more steps to achieve because the Steam version of
"Fallout 4" automatically applies the "Next Gen" content patch, and
you need to reverse that first.

Note that you must own ALL of the DLC expansions for "Fallout 4". This
means you either need to own the original, base game and have
individually purchased the  "Far Harbor", "Nuka-World", Contraptions
Workshop", Vault-Tec", "Wasteland Workshop" and "Automatron" DLC, or
own the Game-of-the-Year edition (which has all the DLC included).

If you want to use "Fallout London" with the Steam version, here are
the instructions at their most basic:

   1) download and install "Fallout 4" (plus all DLC) on 
      Steam. A clean install is recommended; if you do have 
      mods, remove them.
   2) download the Fallout London executables from the GOG 
      web site
   3) download and run the "downgrader" tool from NexusMods
      https://www.nexusmods.com/fallout4london/mods/1
      (you can also downgrade manually; that page has 
       instructions but the tool is easiest)
   4) Run the Fallout London installer you downloaded 
      in step 3. Point it towards your Fallout 4 
      installation directory
   5) Play.


Using the GOG version saves you a few steps.


TL;DR: if you already own Fallout 4 GOTY on Steam, just use that.
There's no need to spend an extra $40USD on GOG.
