I don't see the purpose of this post of yours. It doesn't support your claim. It doesn't change the fact that the COL in New York *State* (which includes the huge COL in New York City) is about 130% that of Utah, and the student cost per pupil of New York *State* is 355% that of Utah. You seem to be the only one who thinks 130% is almost 355%. I view them as quite different. Chris
