If I search for 'draw shapes and lines on photos' in the Play Store, I see several apps that seem to do exactly what you're looking for, such as iMarkup and 'Annotium - Photo Annotation'. However, personally I consider a smartphone too small for such edits, so I prefer to use Gimp on my PC for this.
