So we have to wait until someone actually does try to steal an election before
putting more robust safeguards in place to prevent non-citizens from voting?

In what other area of life do we wait to address a recognizable problem until
someone tries to exploit that problem?

Do you wait until you're burglarized before installing and using locks on your
doors?
