That's a low population area and land acquisition isn't as complicated. The bad news is it's a low population area. Particularly west of the Mississippi the backbone of today's rail system was developed in virgin territory. The government could give the railroads large swathes of real estate since they owned most of it. In this area they even gave one square mile sections in a checkerboard pattern along the route to provide timber for the construction. That's led to a complicated ownership problem and land swaps are common to try to get a contiguous area.
