The use case: I've scraped some SVG icons that I need to lightly edit; I do not have PhotoShop but I do have GIMP on the Linux box. I start GIMP and find something that wants to spawn windows like mold spores reproducing in a Petri dish. GIMP certainly wasn't the only application to take that approach. There was a period where you had to have dialogs you could tear off and let float around or dock at various points. Thankfully it seems to have passed.
